Richland County Emergency Management Director Mike Bailey is retiring, effective Nov. 30th. Bailey says he has spent a total of 45 years in public service, with the last 4 years as EMA Director for Richland County. The Richland County Commissioners approved Bailey’s retirement this week and appointed EMA Deputy Director Rick Evans, as the Interim EMA Director. Bailey served in the US Navy in the early 70’s, followed by 33 years with the Mansfield Fire Department.
